The vision was that by influencing
the ionospheric envelope
it would be possible to create waves
which, with gentle amplification,
could cause an acceleration
of the evolutionary development
of humanity.
If they were created with
fine tuning,
the entire human race
could be covered with waves
that would bring us
much faster
to the peak
of spiritual development.
